Bird of Prey

Today I saw a bird of prey out of my window, right in the middle of a rather urban area.  At first he sat on a light post and then up on a higher wire.

Birds catch my interest, and this one seemed so regal; staring down at the world below.

Won't any bird eat a bug or lizard or frog, if it's little enough for it to manage?  Aren't all birds then "of prey" in some way? 

I can't imagine
