North and South Roads in South Florida

The roads going north and south in South Florida are all named pompously for governmental ideas.  I'll start in the east.  There's Federal Highway and then Dixie, then Congress Avenue and then Military Trail.  Then in a few places there is civilization west of that with other names- Jog road for example, but what is the deal with those names?

It's like somebody important up north planned out the north and south roads and then let the locals fill in the east and west ones.  I don't notice rhyme or reason with those at all.
